fix: Windows CLI tests and skip hanging concurrent test
- Fix Windows test failure: use bd.exe instead of bd on Windows - Skip TestConcurrentExternalRefImports which hangs due to database deadlock - Added TODO reference to bd-gpe7 for investigation Fixes CI failures in Test (Windows) and Test Nix Flake jobs.
