docs: add Issue Statuses section to CLI_REFERENCE.md (bd-epww)

Document all 7 issue statuses:
- open, in_progress, blocked, deferred, closed, tombstone, pinned

The pinned status was previously undocumented but is used by Gas Town
for hook management and persistent work items.

- `tombstone` - Soft-deleted issue (preserved for reference)
- `pinned` - Persistent bead that stays open indefinitely (used for hooks, anchors)
**Note:** The `pinned` status is used by Gas Town for hook management and persistent work items that should never be auto-closed or cleaned up.

- `0` - Critical (security, data loss, broken builds)
