Remove hardcoded deacon assignee from gate.go

bd should not assume specific orchestrator agents exist. Gates are just
data records - the orchestrator decides who processes them.

- Remove Assignee: deacon/ from gate creation
- Update help text to say orchestrator instead of Deacon patrol
