fix: address code review issues in jira.go
- Add ensureStoreActive() check in jiraSyncCmd - Improve external_ref validation with isJiraExternalRef helper - Add error logging for UpdateIssue failures - Make stub conflict resolution functions more honest about limitations - Fix external_ref counting to not count non-Jira refs as pending 🤖 Generated with [Claude Code](https://claude.com/claude-code) Co-Authored-By: Claude <noreply@anthropic.com>
