2276d5e428 Implement hash ID generation (bd-168) 
- Add generateHashID function with SHA256-based IDs
- Update CreateIssue and CreateIssues to use hash IDs
- Add collision detection with nonce retry logic
- Add comprehensive tests for hash ID generation
- Hash IDs format: prefix-<8 hex chars> (e.g., bd-a3f8e9a2)
