feat(types): add FederatedMessage type for inter-town protocol (bd-wkumz.11)
Add message types for federation protocol:
- work-handoff, query, reply, broadcast, ack, reject
- Sender trust and staked reputation fields
- Cryptographic signature support
- Comprehensive validation
