Remove the entire YAML-based workflow system in preparation for
redesigning templates as native Beads.

Removed:
- cmd/bd/templates/workflows/*.yaml
- cmd/bd/workflow.go
- internal/types/workflow.go (WorkflowTemplate types)

The new design will use regular Beads with a template label,
and a clone-with-substitution operation for instantiation.
