The bug: initializeNoDbMode() was setting the legacy global storeActive but not cmdCtx.StoreActive. When ensureStoreActive() checked isStoreActive(), it used cmdCtx.StoreActive (which was false), causing the JSONL-only mode error even when --no-db was passed.
