Key decisions:
- Fixed pool of 5 goroutines (not Claude sessions)
- State file persistence for crash recovery
- Warrant queuing when pool exhausted
- Dogs are lightweight state machine executors
- New internal/shutdown/ package (separate from existing dog package)
