Add queue expansion to internal/mail/router.go following the expandList() pattern:
- Add ErrUnknownQueue error for unknown queue names
- Add expandQueue() method to look up QueueConfig from messaging.json
- Add TestExpandQueue and TestExpandQueueNoTownRoot tests
