mayor 5250e9e12a chore: bump version to v0.2.3 ...

Worker safety release - prevents accidental termination of active agents.

Key changes:
- Kill authority removed from Deacon patrol (death warrants only)
- Bulletproof pause mechanism for Deacon
- Doctor warns instead of killing sessions
- New gt account switch command
- Hidden directory scanning fixes
