Occupancy controlled lights when you've turned off the chosen adaptive lighting switch will still call 'apply' on it which apparently means if you've turned the lights on at all they will still adapt. If you've turned the switch off you likely don't want this. We should only perform that action conditionally if the chosen switch is on.
