fix(formula): sync source formula with embedded changes (#845)

Two commits modified internal/formula/formulas/ without updating the
source at .beads/formulas/:
- d6a4bc22: added patrol-digest step
- bd655f58: disabled costs-digest step

This caused go generate to overwrite the embedded file with stale
source content on every build.
