Adds witness patrol to daemon heartbeat cycle:
- ensureWitnessesRunning(): Start witness for each rig if not running
- pokeWitnesses(): Send heartbeat messages to all witnesses
- getKnownRigs(): Read rig list from mayor/rigs.json
